  1. Begin by cleaning the fish and patting it dry with paper towels. Season the inside and outside with salt and pepper.
  2. Place the fish on a heatproof plate that fits inside your steamer.
  3. In a small bowl, mix soy sauce, oyster sauce, Shaoxing wine, sesame oil, and sugar. Pour this mixture over the fish.
  4. Top the fish with half of the julienned ginger and some green onions.
  5. Steam the fish in your preheated steamer for about 10 minutes, or until the fish flakes easily with a fork.
  6. Once done, carefully remove the plate from the steamer and discard the cooked ginger and green onions.
  7. Garnish the fish with fresh ginger, green onions, red chilies (if using), and cilantro leaves.
